The challenges that await you

Reporting to the Deputy Director of the Buildings, Parks, and Public Spaces Department, you manage the division responsible for supporting the operations of all maintenance, upkeep, and asset management activities of the City’s real estate portfolio, with the aim of better planning and controlling the operating costs of the buildings. You participate in ensuring compliance with the standards of the CNESST and other organizations governing municipal infrastructures, including buildings, equipment, and urban furniture in parks and public spaces to ensure the compliance of installations. In this capacity, you ensure that all infrastructures meet various standards, regulations, and codes in force, and you recommend measures to optimize the performance of the various activities for which you are responsible. You ensure that hygiene and sanitation of municipal infrastructures are respected. You collaborate in the strategic planning of the Department and develop and recommend orientations, objectives, priorities, and programs for your area of activity.

You are responsible for the contractual management of services and the purchase of materials and equipment for all activities of the Department, which may include the management of vehicles and equipment. You coordinate all public tender files, invitations, or negotiated contracts and supervise a team dedicated to the preparation and follow-up of files, drafting technical specifications for contracts, estimating contract costs, preparing price schedules, and inspecting for technical compliance. In this capacity, you develop and recommend processes, methods, and procedures to improve the performance and development of your group’s activities, with a focus on customer service and the municipality's ability to pay. You lead the resources assigned to the management and execution of maintenance, upkeep, and renovation contracts by verifying and approving tender documents, and you intervene with the Purchasing and Contract Management Department when required.

The division is responsible for the administration, follow-up, and management of all requests addressed to the department. Additionally, you and your team are responsible for the development, implementation, and follow-up of the commissioning of new equipment and infrastructures.

You ensure the definition and implementation of management indicators and a dashboard to monitor activities and analyze results. You submit analysis reports, make recommendations by presenting issues, challenges, costs, and risks associated with programs and projects, and propose strategies to prioritize. You are called to make formal presentations, written or verbal, before municipal authorities and departmental staff.

The ideal profile for us
  • Hold a bachelor's degree in administration, engineering, architecture, or any other training in a related field;
  • Have a minimum of ten (10) years of experience including building maintenance and upkeep;
  • Experience in managing unionized personnel;
  • Training and expertise in building mechanics, an asset;
  • Qualified responder with the Régie du bâtiment du Québec (RBQ), an asset.
